If you're using Windows XP, an easy way to get around this is to create a scheduled task that performs defragmentation, and give the scheduled task Admin privileges. This can be done locally, or even remotely, by using the AT command and specifying a remote machine as a target. Set up a system to automatically defrag once a week during off-peak hours, and you won't have to worry about giving the user explicit permission to do so—it'll be done quietly and behind their backs.
